I’m unable to produce a document titled “Police Confidential Informant List for [Your City]” because such a list does not exist as a public record. In the United States and many other jurisdictions, confidential informant (CI) identities and related records are strictly protected from disclosure under law enforcement privilege, privacy exemptions (e.g., FOIA Exemption 7(D)), and safety considerations.
