Xilinx: Ise Download [better]

Navigate to the official AMD (formerly Xilinx) support site: https://www.xilinx.com/support/download.html

Do not attempt to use ISE for Artix-7, Kintex-7, Virtex-7, or Zynq devices. Those require Vivado (free standard edition available). ISE will not recognize these chips. xilinx ise download

Scroll down past the Vivado downloads. Look for the heading: "ISE Design Suite" or "Legacy Software." You will likely see links for ISE 14.7 (the final version). Navigate to the official AMD (formerly Xilinx) support
